What it does not say is that they will allow 13-15 year old teens to work, and that 16 and 17 year old apprentices and learners will receive extended training that will be supervised by a trained professional in certain dangerous jobs like working on a roof with a chainsaw.
I took a wood shop class when I was a freshman, I wasn't even 16, and I made a hand-made wood clock and it was nice.
