You do know that in some places of California, the land value is greater than the building costs, right? If I own land, (well I do, but imagine it's a hypo,) why would I sell my land for less than the market value, or build housing there, if I knew it was going to be rent controlled? The only way that rent control can work, is if the Government subsidizes it, hey - what's the debt?
