Build desalination plants and attempt to curb wasteful water consumption? Nope. They build an billion dollar train to nowhere that started construction in 2015 and won’t be finished with phase one until 2030.

Desalination is extremely expensive and isn’t worth it unless your Saudi Arabia.

Or you live in a city of 4 million that is about to run out of water.

Atlanta is a great city as long as you don’t mind the heat, traffic, bad public transit, and the fact that your home will probably be a new apartment complex in 10 years

Might be a better idea to work on water conservation.

It'd make the most sense to do desalination in addition to that, if nothing else- to reduce the pain for California residents. They live in a hotter and drier part of the country, they should be able to get engineer their way around the constraints they have if they can afford to make such an investment that'd keep being beneficial.
