They build an billion dollar train to nowhere that started construction in 2015 and won’t be finished with phase one until 2030.

Desalination is extremely expensive and isn’t worth it unless your Saudi Arabia.

As somebody living in the Bay Area - and having worked in SF - I gotta say the homelessness is out of control for a supposedly liberal part of the country. There are random homeless people asking for change meandering around the financial district and it's sort of weird watching the suits brush them aside. The government doing something to help homeless people find housing or shelter maybe? - could go a long way.

Don't you worry, California helps everyone that needs help you can be sure of that.

It'd make the most sense to do desalination in addition to that, if nothing else- to reduce the pain for California residents. They live in a hotter and drier part of the country, they should be able to get engineer their way around the constraints they have if they can afford to make such an investment that'd keep being beneficial.
