I imagine initial backlog would be daunting to get through, but aftewards should be fairly feasible. An idea could be we start with a blank slate here, and let them vote immediately and if they mess up, start up that hearing process then.

Ok and as iv'e explained to you your proposal to hold hearings for all of them is not feasible. What do you have against this referendum? Why shouldn't one be able to vote after serving time in prison? This amendment excludes those convicted of murder or sexual offenses.
