I would guess that the normal number would be below 1,000, wizarding war or no. But in any case I don't think Rowling went through all the kids and only named around the number of characters she anticipated using later in the series. And regardless of their grade, the grade sizes aren't necessarily the same - unless there's only a certain number of kids that can go each year, but it doesn't look like that is the case. The population could have been lower because of the war, but it sounds like enrollment rates would have gone up because Hogwarts was the safest place to be during the first war.
