No its not possible. D.C is unique as specified in the constitution as federal district not part of of any state. Their ability to pass laws is subject to approval by Congress but rarely are they overturned. Trying to do something like that for other places would probably violate state sovereignty and more likely the constitution.

Hence why we would do a Constitutional movement; we've already been over this and this discussion is about policy ideas.

No its called democracy. The coast has more people therefore they get the most representatives and Sacramento passes legislation accordingly. The rural parts of the state dont have that much population therefore the districts are smaller and less populated. Thats how representative democracy works.
