A sharp cut to military spending of foreign operations could pay for Veteran benefits in full. If we focused a tad less on believing we can just blow up all the world's problems, Veteran care would be an issue of the past.

I doubt that the homeless veterans without many skills that are applicable in civilian life will be earning more than US50K a year, which is when the benefits from those cuts kick in.

Depends on the rent and city too. A homeless person in New York would have more trouble paying the rent than one in some small town.
