If I had two island nations one island has a 1000 people living there the other has 500 living there and each island had 100 people die in a mass shooting the rate of deaths from mass shootings on the island with 1000 is 10% now the rate on the island with 500 would be around 20%. You see if you have a smaller population your percentage is higher even though you have less shootings per year so your wrong.
