If you were an eccentric billionaire, and had millions to spend on a project which would not be guaranteed to earn you money, but you wanted to anyway for whatever reason, and the motif wasn't charity, what would you spend your money. It can't be charity. Charity is a different catagory. I am refering to the way that Elon Musk wants to put people on Mars. Me, personally, I would build large city in places (on Earth) that I think require them, particularly in snowy areas. People deserve to grow up with snow. How about you?

I'd attempt to achieve a Post-Scarcity Economy here in the U.S. and, since OP didn't specify, I'm going to assume I have Bezo-tier wealth:

1. Invest in StarTram and SkyHook -
To do both would probably take about $10 Billion collectively, but together the cost of developing space infrastructure MASSIVELY comes down; SkyHook, for example, drops the cost of per pound to around $200. Just for the sake of it, Salt Lake City gets StarTram, so it as a city gets a massive economic boost. With the lower cost of launch, and before we proceed to the next phase, I'd seek to clear out orbital debris that are increasingly becoming an issue.

2. Space Based Solar Power -
First and foremost, we build the ground level infrastructure in Huntsville, Alabama for this and begin to cultivate universities throughout the South to provide the workers we'd need for this massive operation; let's say $10 Billion for this. With the groundwork thus laid and the ability cheaply launch our infrastructure in orbit, we'd begin to do such and I'd imagine it would not cost more than $30 Billion to get a lot up (Article's cost estimates seem to account for current launch realities, which would be cheaper here due to #1). Economies of scale would eventually kick in, helping to lower the price as time goes on. Very quickly, the global revolution in energy technology would begin to be felt.

3. Vertical Farming -
Two of the biggest impediments to Vertical Farming (VF) is Energy, which has just been solved, and property laws. By the point we've reached this stage, I will have obviously accumulated wide reaching economic power and social status, which can very easily be translated into political power. To this end, I will lobby Congress and both parties to reform land laws into a direction favorable for allowing the mass implementation of VF throughout the United States. Money talks, as does my ability to mobilize those who are dependent on me for jobs as a voting bloc, so I fully expect to be successful on this end. With that accomplished, I would then begin spending as much as I can to see these facilities spring up across the nation, and would supply their energy needs by my own orbital solar arrays.

Bonus -
Depending on the mount of money I have left, I'd seek to end homelessness along with investing in new housing technologies, and finally strive to increase desalination technology development.
