True, they work by splitting the atoms and besides that they require impact. However a nuke is more devastating when you blow it up in the air over pounding it into the ground. Due to these facts, a drone equipped with basically a mini nuclear power plant. Could do more damage, while at the same time dropping more damage on the populace. It would be upon destruction or self destruction that the most damage would be obtained.

That's not a nuke, that's a dirty bomb.

Sorry, but it's called an EMP in the mannerism I am using it as. However, it would also count as a ballistics as well, seeing as the drone is launching other bombs down on the populace.
Edited in; Imagine one drone being able to wipe out all the countries power, electrical devices and etc. If not a small area's a lone, it would become a valuable tool indeed.

Okay, nuclear power 101.
A nuclear reactor is not a nuke.

Although probably not on the same scale as a weapon, true, critical mass events are possible. One such event was recorded at Chernobyl; the steam explosion was followed by a second more powerful event, probably when the now molten nuclear fuel pooled at the bottom of the reactor with now sufficient total mass to reach a nuclear power transient.
Yield was estimated at 10 tons of TNT. Very small weapon wise, but morw than enough to spray radioactive nasties everywhere .
