They could. It's just that VPNs are typically encrypted, so they couldn't slow down just parts of the VPN data because they are not really able to differentiate the different data within the tunnel. It would be all or nothing.

Exactly - unless ISPs start to do what they were doing before net neutrality by wholesale blocking certain sites, data, services, etc that were critical of the company or competed with the company's other products. In that case, a VPN would be useful to get to those places and services blocked by their ISP.

But it does involve slowdowns.

You know that is bullshit. Internet is used in everyday life now in today's world, we need to use internet to look stuff up and to do research in schools. The free VPNs in my experience, are inferior to the paid VPN services. Your internet surfing will be slower than browsing without one activated, but a paid one might be of good enough quality in terms of features and service, that your browsing speed would be bearable.
