I'd tend to think that it reaches a certain point where if you piss them off too much then they've had enough. Many of the examples you provided were instances where companies changed their policies after being exposed.

And fuck Xfinity. I have my own issues with them. Or had, anyway.

You know the anti Trust laws still apply. If there are actually illegal monopoly behavior the DOJ can still bring an Anti Trust case irrespective of the DOJ.

And lets talk about these specific instances First we had Voice over IP this happened early 2000's when VoIP was relatively new and bandwidths were much smaller than they are. And why in theory a two way voice conversation should not use much more than 64k and most broad bands were advertised between 512k and 2.5 meg at the time phone calls lasted longer than more typical website browsing which comes in spurts. Once networks upgraded they stopped doing that not through action of the govnerment.

With comcast again Netflix was asked to pay for better access when streaming videos was new and Comcast (the discount ISP) did not have facilities to provide it in a reasonable fashion. Yes a high def Video only takes about 5 megs but again watching a 5 to 10 minute on youtube has a different affect on the network than binge watching movies for 5 to 10 hours.

And that is the interesting thing about you rather than believe the reasonable explanation about limited resources and using tools like throttling to ensure network stability and equitable access you prefer to think of your ISP as a mustache twirling villain.

Back in the day when that was happening, only the phone company throttled VOIP - not cable. Even though they weren't at disparate levels of technology. Only the cable company throttled Netflix, not the phone company, even though they weren't at disparate levels of technology.
