I want to clear up a huge misconception about Portugal's supposed lack of Net Neutrality, it is untrue. Portugal abides by EU regulations on Net Neutrality, the "tiered" internet picture is actually about mobile data plans. When you use the apps included in those packages, it does not contribute to your mobile data usage that you're billed on. A citizen of Portugal has confirmed this.
