They would have to apply to get one online and in it they would have to sign away their right to bring the city or business to court. After the sign that and give their name email and phone number. They would get a card shipped to them. Preferably I would have 1000 square miles of some state that is loosly populated enough to have up for sale.

You are aware that just because someone signs a contract doesn't make it enforceable right? Like, there are numerous ways that contracts can be invalidated, enforcing an illegal provision is one of them.

Nah, it would go something like this:
The city declares itself sovereign. The US doesn't respond, because a 'declaration of sovereignty' is not actually a thing. So, during tax season, they send an inspector around in order to claim taxes. Either this tax inspector gets his due, or he is kicked out. If it's the latter, the US will send a police force to arrest those people responsible. Either the criminals come willingly or they resist. Either way, the police will have their asses. No bombs required.
Also, using bombs would be a crime against humanity.
