From what I have heard, hentai includes some very disturbing depictions of rape and sexual violence. That should probably be banned. But otherwise, I think pornography with real actors is worse because in involves real people being paid to fornicate, and also because of how the actors, particularly the women, are mistreated. So it would be rather hypocritical to ban all anime pornography while still permitting porn with real people.

How is it not educational neglect when the lack of resources and funds stems from neglect and leads to poor education?

I understand wanting to bitch about homeschooling, but you seem to want to complain about a very specific thing without talking about education in-general. The state not giving students the resources to be educated is, by definition, educational neglect.
