A lot of music festivals have over 100000 people attending. 23 sexual assults in that period (assuming we're counting anything from unwanted kissing all the way up to rape) is a small number, especially in an alcohol and often drug-fuelled environment.

I'm not saying they have to ban alcohol, they should just put in restrictions: confiscate outside alcohol at the gate, limiting the number of drinks per transaction, stuff like that. Seems to work pretty well at sporting events.
