We already have redundancy. Venture Scouting is open to girls and guys ages 14-21, the BSA just goes to 18. Plus there's the Sea Scouts, and the Explorers both of which are Co-ed.

Ok. Maybe lower it to 10? I'm sure there's a way to make it so that girls can join them, even if they're younger than 14, provided they wish to engage in more outdoorsy stuff rather than just sell cookies.

Yes. All of said redundancy is silly, and adding more doesn't help.
For comparison, here's a sensible structure:
Beaver Scouts 6-8
Cub Scouts 8-10.5
Scouts 10.5-14
Explorer Scouts 14-18
Scout Network 18-25
Notice the lack of redundancy. Sea Scouts and Air Scouts are rolled into the same structure, with no difference except for minor uniform changes, and an at least nominal attempt to do more water/air based activities.

Except that Explorer Scouts are inherently different. They are geared more towards jobs.

Adding girls doesn't change the stress levels at all.
And people do get stressed to not look dumb/not mess up in front of the opposite sex all the time
