We already have redundancy. Venture Scouting is open to girls and guys ages 14-21, the BSA just goes to 18. Plus there's the Sea Scouts, and the Explorers both of which are Co-ed.

I thought it was pretty clear. The Exploring Scouts aren't really scouting. But Sea and Venture are, and I'm quite fine with keeping them separate because not everyone wants to do Sea scouts, or venture.
