It's less about being able to shoot well and more about know when to use your firearm.

[EDIT] Granted, seems like a lot of American police are too quick to use their firearm anyways.

And, they get fired for not being trigger happy.

One of the reasons I'm so glad I gave it up.

I don't know who you are talking to or where they live but even when in the big cities have I ever felt like I was going to die.
