Background checks are already pretty expansive, I can't think of much more to add to NICS. Of course NICS shouldn't be expanded at all currently unless the FBI gets several more billion dollars solely to keep it running.

As for mental illnesses, no idea. That's not a field I'm knowledgable in.

I'm going to punt a little on this: any mental illness that makes a person a danger to others based on the psychiatrist's judgement.

However, there would need to be an appeal process as well.

I think I listed this before, but felonies punishable by more than 1 year in prison, violent misdemeanors, persons addicted to a controlled substance, and anyone deemed a threat to self or others by a licensed physician. Periodic reviews of persons on the list would be a must.

What about those who have orders to stay away from certain people?

I would throw that in as well, though again periodic reviews looking at if the persons on the list should still be barred. Looking at things like time, more recent history, location, etc.
