I doubt black kids in Chicago are getting shot by rifles with bump stocks. In fact do you have a source that any have been killed with a rifle using a bump stock? What with homicide almost exclusively using handguns that they have acquired through the black/grey market. The cartels have the ability to sneak in literal tons of drugs, what makes you think they can't get their hands on illegal full auto weapons like what are used in Mexico? I honestly don't care if bump stocks go away, but at least think about why you are banning them.
