Hurricane names are determined by the World Meteorological Organization.
They choose six lists of male and female names and keep them in rotation every six years. That's why Hurricane Irma has the same name as Tropical Storm Irma in 1978.
If huge damages was caused by a hurricane, the name of that hurricane would be retired and replaced by another. Irma would probably be replaced since it would cause great damage to Florida.
If the list of names for that year has been used up, they will use names from the Greek numbers. Like, "Hurricane Alpha" or "Hurricane Gamma"
