Why would you assume it's a shady organization? This article in the NY Times has more detail than the CNN one above. They were doing the best the could, they called Florida Power and were told help was on the way. It's a tragedy but I did not get the impression the people running the place were indifferent to the suffering of their patients.

I went to BBC for my source on it, though that is not nearly as detailed as that NYT one either.
I still smell something fishy somewhere.
