That's a very interesting question, but unfortunately it's only hypothetical as Western/central Europe hasn't seen any independence referendums for over 30 years. What?...Scotland? Never heard of it.

Britain handled that very well, actually. If Rajoy were capable of learning, he'd look at the British Model of stopping independence.
