I don't know who said it, mate; they obviously didn't use the word, 'genocide', correctly. There's also the fact that the famines in India were a result of both government policy and natural causes. I'm not entirely sure about Socialism and it's part to play in any famine.
the soviet union experienced a famine in the Ukraine(conveniently) and then didn't allow foreign aid in, then went about trying to downplay it.
It is called the Holdomor and is akin to the holocaust committed by the USSR, many eastern europeon nations(including western ones) recognize that it occurred.
Funny enough Russia denies it based on their "definition" of genocide.
