If it is the governments of the nations mentioned above, they could be using such an event to delegitimise the Russian government — then again, they could be condemning genocide (possibly, calling it 'genocide' is quite controversial from what I hear). Some organizations didn't outright call it a "genocide" but called it a "crime against humanity".
