Doubtful. 6.3 seems to be too small for a true hydrogen test, the secondary is likely the result of collapsing ground following the detonation which was likely tested underground.

Now your argument is that the risk of an EMP is what will lead to a ban on automation? You've been watching too many Sci-Fi movies. Also, Military weapons manufacturers lowering their arms productivity as a result of this ban might also be considered a national security threat.

There's always a risk of an EMP or a nation wide breach in security. We need to be extremely cautious and not be extremely reliant on technology. Because it will fail. National security is paramount.

We wouldn't need a full ban just a ban on future automation projects, especially those that go outside of the manufacturing sector.

It seems like Thermodolia is now arguing base on emotion now, since I've explained why automation is not going to be a national security issue, as it pertains to the use of EMPs. And, the fact that it would devastate the US economy.

My Scoutmaster was a SEAL, and he basically explained that anyone with multiple EMPs could easily take out our entire defense structure, as our Nuclear Missiles and SAMs uses Electronic software from satellites that aren't protected, and the missiles themselves are not protected with thin lead shielding.

Once-again, there's exactly one way that we know to make an EMP capable of knocking out anything, and in that case, the EMP is a very long way from the top of your list of problems.
