You got both calculations wrong actually. That number is 0.0454545... which rounds to 5% not 4%

This is still a legit way to measure the difference, but only if you're going to say "Hillary got 4% (5%) more votes than Trump" ... ie, make it specific that the percentage is not of all votes.
