Which might have worked in case the Cold War went hot, even though I faintly remember something about a concept of nuclear missiles with the capability to ram themselves deep into the ground before setting the warhead off, so that you could also do maximum damage to any underground shelters in the area. Devious, but military technology often is exactly that.

Nyc is a fairly soft target. the target is communications links. There is one hardened building in Manhattan, (ATT long lines), but for th most part the doctrine was air burst.
