No. If you fall below a certin minimum income, you aren't fined, and you may be covered by medicare.

IIRC, there is an exception for the poorest (Up to 133% of federal poverty line IIRC) and subsidies to provide help.

The reason for it, as it was explained, is that since insurance companies will no longer be able to drop or deny coverage, they didn't want people waiting until they actually got sick to buy insurance. That would drive costs up instead of down. So in making everyone buy it, costs drop.

if you are too poor they will buy it for you. if you still cant be bothered, you might get a fine. the fine goes on your income tax but the IRS is barred from prosecuting you if you dont pay it.
