Evolution is a change in inherited characteristics, there is not something consciously "controlling" it. If there were, we would have to wonder about the intelligibility of such a being because of the numerous cruel and useless mutations which have occurred and contributed nothing.

That wasn't what I am asking. There was the need to change, but what then made that organism change?

The need to adapt to one's environment and surroundings, I already told you this.
Let's for example, look at whales. A few 10-20 mil. years ago, what became whales used to be a smaller (3-5 ft long/tall) animal, that look more akin to rodents than anything else. Now, as this animal started spending more time in water, those who did best in water reproduced, while hose who didn't died off, and over millions of years, those animals who did best in water passed on their genes and their children slowly started taking on more and more fish/aquatic-like features, so over those 10-20 million years (Maybe even more) those small rodent like creatures became the largest animal in Earth's history.

What gave the animals who had the genes to perform well in water the genes to perform well in water?
