It is if they have dual citizenship - which e.g. is the case for most people of Moroccan descent.
But that is only passing the problem on to another country.

I do not condemn him for hiring private armies I condemn him for hurting us and repressing us

What Iraq's Shiia puppet government does is far worse with Abu Ghraib and that they had ministers like that son of bitch Solagh
