What I genuinely want is an international system that can investigate and prosecute war criminals without caring about what country did it. But sadly that’d upset too many people

That's why it's so funny how so many people overestimate UN. National interests of Great Powers, balance of power, spheres of influence and nuclear weapons are the ones keeping peace since 1945. NOT the UN.
If anything, UN is merely a theatre. In practice, it's no less pathetic than League of Nations.
