Yes, UK and France with their Syse-Pickot agreement had a lot of influence on the current political situation in the Middle East.

I think to do that, you must heavily support Kurds and Shias and Alawites (and other minorities) against Turks and Sunni Arabs.
Like, really support.
Send an army and unending series of air strikes and declare total war, at least to Islamist Turkey and Wahhabist Arabia.
Fanatical Sunnis are the main core of the problem here.
