Well, since apparently countering ISIS propaganda was lumped into the proposal, I'd say our country. What could it mean? I dunno, maybe something pro-Assad or pro-them in Ukraine.

Grand Juries hear evidence and decide whether to charge someone with a crime or not.

From what I can gather, it suggests that Mueller thinks there's enough there to begin considering whether or not charges are appropriate.

A grand jury has much broader powers of subpoena and can compel testimony. They're generally required to bring felony charges on the federal level, especially in such sensitive matters. If he's gone this far, it means Mueller is gearing up to press charges barring major changes

A grand jury has much broader powers of subpoena and can compel testimony. They're generally required to bring felony charges on the federal level, especially in such sensitive matters. If he's gone this far, it means Mueller is gearing up to press charges barring major changes

And, while they are supposed to have a particular remit when they start, they can and will go beyond it if evidence of wrongdoing is found.
