I can't really prove to you all the people who were hiding themselves all throughout history, but they likely were. Not like people in our military haven't been hiding for decades. You might remember that Mattis was on vacation and the Pentagon was completely blindsided by his announcement. In other words, the transgender decision had nothing to do with anything being recommended by his military commanders or advisers and he didn't even bother to tell them what he was doing.

Mattis was appointed because Trump likes to imagine himself as a tough guy and strong military President, so he has a fetish for keeping Generals around as pageantry. We just got lucky that Mattis had a reputation that caught Trumps eye while also actually being smart and competent.
