Honestly, I think the 26% are that 26% because the question did simply ask if they'd be okay with him shooting someone on 5th Avenue or not, without suggesting a reason for it (I.E. he just did it randomly, he did it in self-defense, etc.) so they're unsure because the question's a bit vague.
The 45% are the ones that really need anger directed at them.
