Threaten retaliation or take concrete steps. We are unwilling to do so now because of a short term harm that would happen rather than stopping a long bleed. It's in everybody's best interest to trade. We can have a win win or a lose lose versus one winner and one loser. It would of course require somebody who is tactful and deft at diplomacy. Traits we unfortunately lack in office at the moment.
