A cut of $1.6 BN is about 11% of the Interior budget, as Trump proposed. From what I understand, when full time employees are laid off they have to be paid off, which will take out of the budget of Interior. So if the cut in workforce had been the full 11% the cuts to non-salary budget would have been deeper.

Zinke is making the fundamental mistake of thinking Trump's budget proposal means anything. He or any other department secretary could easily defend the share of budget their department gets by not saying anything and count on Trump simply forgetting what was in his own budget proposal.

I imagine Cruz and co. might fall in line eventually, but anything could happen. I don't see Rand changing his position much at all.

Heller is interesting though. I've heard some talk of Republicans starting to think about opposing him in Nevada but he's fairly popular and if he plays his cards right he could come out of this even more popular in the state.

I'd say it's a choice between winning Nevada with Heller, or losing that Senate seat in 2018.

If Heller is the only Republican to stand against the Senate version of AHCA then it still passes, and what's to take revenge for? If he's one of 5 or 6, then the act wouldn't have passed anyway, and again, what's to take revenge for? Only if it goes down by 1 vote (49-51) is it really Heller's fault.

In any case, Republicans can try the AHCA again early next year if it doesn't happen this year (though they might need to temporarily fund existing ACA). That gives any R senator who votes against it now another chance before their fate is sealed.
