Isn't this just a temporary measure, the whole "lets relocate victims of a mass tragedy into quality housing?"
If so, I'd expect the community to respond with more compassion than distrust. And if it turns out to not work, then other measures can be taken.

Which is a colossal problem for people not on six-figure incomes who live in those cities.
