Nah, they're not doing that. The worst they're going to do is harass the refugees or harass the coast guard. If they fire shots, board ships, or make any other use of force that would be necessary to "ensure" the ships turn back (or even worse, causes the ships to sink) then they're going to need a good pirate hideout because if they set foot in Europe or the US they're going to prison.

Lemme see now, where's the nearest pirate hideout. Somalia? They're kind of brown and some refugees actually come from there, so no. How about Indonesia or Malaysia? Huge long coastlines with little bays surrounded by jungle, not much coast guard and a little money will buy a lot of favors. They're mostly Muslims, but hey, a pirate can't be choosy eh?
