Nobody excepts 100% of all refugees, there is an extensive vetting process. In the US you have to go though 6 different background checks and 2 medical examinations before you can be classified as refugee and allowed in.
Private citizens do not have the right to involve themselves in international affairs of the state, aka citizens can't go fucking up refuges for the heck of it. That's against the law in almost all nations.
