This is already being done. For holiday in Islamic State or tracking tours in Pakistani Terror-camps for example. And for lesser things.

This is what happens when people get pissy about paying tax so you have to have a second tier police force to deal with the small stuff because you can't afford enough full police officers. Blame the conservative government that has been downsizing the police force for the past 7 years.
