In regards to your question about whether he was banned, I doubt it. I admit I don't know policy but I assume that - if a mod were to be banned from the website they'd also have been stripped of that respectful mod title. Yumyum still has mod title.

I knew that. I'm just curious how it works? Does the minister have legislative bodies, how are they selected? Is the Minister elected, or she appointed by legislature?

For the British Ministry of Magic (the Ministries of Magic aren't really covered in detail), the Minister himself or herself is an elected position. There is no limit on how many terms can be served but election for the Minister of Magic position is required at a maximum of every seven years. Ok, makes sense. Though I am curious, I seem to remember a council like thing in the movies. Was that a legislature or one of these departments?

It was probably the Wizengamot, from the only scenes I can think of that sound like that. If you could describe the scene a bit, I could confirm or deny.
