Well obviously, but it should've been a greater concern to the people upholding the law.

harsher? a spanking perhaps? how would that help? the only way for him not to be able to drive is for him to have been in jail

Forcing him into an actually well-funded rehabilitation clinic and revoking his license until he'd passed the course could also work. Luckily in America though, we don't think logically, because alcohol's good and anything that happens due to it is just an unforeseen tragedy and not actually the result of a malicious drug that should've stayed banned after it was banned the first time around!

his license was revoked. his BAC was 0.0, no booze.
