There are reports that it was intentional and it was a suicide by cop. We will fin out what the motivation was as the investigation gets started.

BBC reporting today suggested that the man was not drunk, although was intoxicated with the cannabis substitute K2, which is known as "Spice" in the UK.

Spice has been attributed to violence, mental episodes, and serious harm in the UK.

BBC reporting from today suggests it was a deliberate attack. According to reports, the car made a u-turn from normal driving and then drove three blocks at high speed, mounting the pavement.

Just not terrorism.
