The fact that North Korea needs money more than it needs chemical weapons, the fact that sodium cyanide is a chemical used in the manufacture of crystal methamphetamine and the fact that North Korea has literally become Walter White and been forcing it's diplomats to sell said crystal meth on the streets, not to mention it's the most widely used drug in the country, all points towards this being not for furthering it's chemical weapons program but towards more...nefarious purposes.
In saying that, you have to wonder if there's any difference between making chemical weapons and hard drugs.

Well...I guess you could call them rumours, although this information came from other sources, including defectors. And yes most of that clandestine illicit activity is planned from one room in Pyongyang.
