The fact that North Korea needs money more than it needs chemical weapons, the fact that sodium cyanide is a chemical used in the manufacture of crystal methamphetamine and the fact that North Korea has literally become Walter White and been forcing it's diplomats to sell said crystal meth on the streets, not to mention it's the most widely used drug in the country, all points towards this being not for furthering it's chemical weapons program but towards more...nefarious purposes.

Yeah, of course it's possible they can use the stuff to make a deadly weapon, it's easier and more likely they are going to use it for mining. On top of that, it's not like the UN is handing them ingredients to build a bomb, NK just applied for a patent and it's been approved.
