They won't have the stomach to commit to decisive action that would end the war in the opening days (not to say they wouldn't start bad things later, it would take time for them to build up to that point). The conservatives wouldn't have the manpower to take the cities outright and it would bog down into siege warfare. Manufacturing is extremely decentralized these days, its not like you can flip a refrigerator factory into making bombs like you used to in the old days. If this is a real conflict, there would be a unified populace that would seize at least some frontier needed for food or power production, just like the Paris Commune did. Plus, most major cities can easily access power sources or international trade, and they would be more able to pay for it given their control of banks, the treasury, most industry, and most valuable technology and service production.

I never said they would, I said they would seize some frontier necessary for resources. That being said though, I do think that at least some cities would form communes more or less. Definitely not all, but maybe more radical places with easy access to international trade to keep them afloat.
