Trump doesn't smoke or drink; it's doubtful he'll do anything, unless the breweries and tobacco lobbyists ramp up their game.

It seems like something the President would have very limited scope to do via executive orders.

Really, both of those seem like restrictions of individual rights, not the extension of individual rights against state governments which might otherwise infringe them, and as such not even the President and Congress combined should have the power.

For instance, the Federal government (by the 26th amendment) forbids any state from denying the right to vote based on age above 18. But it does not at all forbid any state from extending voting rights to younger aged residents of their state. This to me is correct, and the proper role of federal government in defending individual rights of Americans against state governments.

I'm guessing if the federal government can regulate tobacco advertising, they can also enact Spending Clause legislation relating to tobacco. If anything, it's a stronger claim than alcohol because tobacco doesn't have a special amendment that puts some alcohol regulation solely with the states.

Regulation of advertising might itself be a special case, but your point is well taken. Prohibition wasn't "perfectly" repealed, it left a constitutional remnant specific to alcohol.
