My parents both worked in the FDA, with my mother in a managerial position. For my mom it did not matter how much her subordinates made, she was only allowed to accept incredibly cheap "gifts" like food for a party. It would have been considered a conflict of interest had she accepted anything more expensive. She could give gifts that where slightly more expensive.
