Trump doesn't have anyone for those positions. He's a political amateur with zero experience in government work and very few contacts in the same whereas he needs dozens of experienced civil servants for specialized roles in several different departments. I also sincerely doubt he understands the importance of filling those posts in keeping the government working more efficiently than it does now or even to secure the loyalty and discretion of his staff.

Saudi Arabia is more complicated than most people seem to think. First, the level of offense varies widely. There's a religious police, whose job it is to get offended at anyone and anything. So this story about Michelle Obama causing massive outrage is, if you pardon the language, fake news. And coming back to the present, the Saudis have a huge shopping list for this trip, and they fully expect that as long as they place Trump around many shiny golden things, they will get it all. And they're probably not wrong about that either.

Saudi Arabia is a strange nation despite the strong religious population. They are mixed on both the traditionalist and the moderates.

Also wanted to land his helicopter on a World Heritage Site, was told no because it'd probably damage it, and he can get there like a normal person, and apparently just decided not to go altogether, and presumably hang out with the nice Saudi parties instead.
