Exactly. This is horrible, and those responsible (might just be a lone wolf) need to be punished to the maximum extent allowed by law, but going around having notoriously brutal military units slaughter Muslims on the basis of mere suspicion is simply not acceptable.

And would be counterproductive.

Not sure what you are trying to say here. Russia has not focused on ISIS, but has been mostly bombing other groups, and has caused very high civilian casualties.

A lot of people in Syria deeply hate Russia as a result.

Syria is not a hive mind. Some in Syria, particularly the Allawites tend to like Russia. Others, many Sunnis hate Russia. Syria is a deeply fractured society.
